SENATE RESOLUTION NO. 40

White, Whitlow, Wiedebusch, Wooton and Yoder)
Recognizing the public service of the Honorable Joe Manchin III.
Whereas, The Honorable Joe Manchin III was born August 24,
1947, the son of John and Mary Manchin; and
Whereas, The Honorable Joe Manchin III received his education
at West Virginia University, where he earned a bachelor of science
degree; and
Whereas, The public service of the Honorable Joe Manchin III
began with his election to the West Virginia House of Delegates in
1982, where he served two terms; and
Whereas, The Honorable Joe Manchin III was elected to the West
Virginia Senate from the thirteenth senatorial district in 1986,
and was reelected in 1988 and 1992; and
Whereas, During his tenure in the Senate, the Honorable Joe
Manchin III served with dedication and distinction as chairman of the Senate Banking and Insurance Committee; as vice chairman of the
Finance Committee; and as a member of the Senate Committees on
Energy, Industry and Mining; Government Organization; Health and
Human Resources; Pensions; and Rules. He also served as Senate
chairman of the Legislative Rule-Making Review Committee; and
Whereas, The dedication, wisdom and legislative expertise of
the Honorable Joe Manchin III is evidenced by a myriad of
worthwhile enactments, conceived and executed by him for the
betterment of the citizens of the State of West Virginia; and
Whereas, The Honorable Joe Manchin III decided not to seek
reelection to the Senate from the thirteenth senatorial district in
1996. He brings to an end fourteen years of devoted public service
to the citizens of the State of West Virginia and will be missed by
his fellow colleagues in the Senate; therefore, be it
Resolved by the Senate:
That the Senate of West Virginia extends its heartfelt
appreciation and best wishes to the Honorable Joe Manchin III; and,
be it
Further Resolved, That the Clerk is hereby directed to forward
a copy of this resolution to the Honorable Joe Manchin III.
